“This is a strategic initiative that can strengthen the EU presence of Karolinska Institutet, KTH, Stockholm University, and the City of Stockholm in these important areas,” says Christina Murray, coordinator for Stockholm Trio and Chief International Advisor at KTH.
A Strategic Role in the EU
Seconded national experts are temporarily employed by the European Commission to contribute national and regional expertise in specific policy areas. Stockholm Trio and the City of Stockholm have appointed Gabriel Carlin, EU Policy Officer at the Stockholm Region EU Office, as a seconded national expert at the European Commission's Directorate-General for Communications Networks, Content and Technology (DG Connect).
From April 2025, Gabriel will serve for one year, contributing with expertise on how the digital and green transitions can reinforce each other. DG Connect plays a key role in implementing the EU’s digital and green transitions, which are among the Union’s top priorities.

Gabriel Carlin sees the initiative as an opportunity for the universities to contribute with research-driven solutions in an area where Sweden and the Stockholm region are in the forefront through initiatives like Digital Futures: External link.
“The EU’s new roadmap, the Competitiveness Compass External link, opens in new window., focuses on regaining competitiveness and the EU is looking for strong examples to follow. Sweden and the Stockholm region have several leading initiatives in green and digital transition. I will work to highlight research, collaborations, and projects from Sweden that can accelerate the shift toward a sustainable and competitive Europe.”
